    The primary responsibility for compliance with legal duties rests with the employer. In most cases, the Principal/Head teacher is the senior responsible person on site. School/College Governors will also have a degree of responsibility for safety issues and the allocation of necessary finances to satisfy legal responsibilities. The fact that certain employees, for example, “responsible engineers or persons”, are allowed to exercise their professional judgement does not allow employers to abrogate their responsibilities.
