Refcom was originally established in 1994 in response to atmospheric damage caused by certain refrigerant gases and fluorinated
gases which if released into the atmosphere have a global warming potential higher than CO2. In June 2009, Refcom was appointed to act as a certification body to enforce European Union’s F-Gas regulations No 261.
From July 2011, it is now a legal requirement for all businesses that install, maintain or service stationary refrigeration, air-conditioning and/or heat pump equipment containing or designed to contain F-Gas refrigerants to obtain an F-Gas Company Certificate.
In some cases the obligations lie with the owner / operator of the equipment. In other situations the obligations lie with third parties, such as equipment suppliers, maintenance contractors and waste handling companies.
